Billy Ingram
Moderator
Billy Ingram is the pastor of Canaan Baptist Church, Covington, Georgia. He is married to Christy (Poole). After 17 years of marriage they had 3 children (Priscilla (10), Wil (8) and Gretchen (7).
In the early years, Billy was saved as a young boy, and as a teenager, sensing God’s call to ministry, enrolled at the Ambassador Baptist College, Lattimore, NC. After graduating in 1997, Pastor Ingram served for three years in youth ministry. Through much prayer and deliberation, the Lord led the Ingrams to Falls Baptist Church in Wisconsin. It was there they prepared for the ministry of evangelism under the leadership of Pastor Wayne Van Gelderen Jr. Pastor Ingram earned a Master’s of Biblical Studies degree from Baptist College of Ministry. He later joined Bible Baptist Church, Stillwater, OK under Pastor Wayne Hardy while in full-time evangelism before Canaan Baptist Church called him to be their pastor in September of 2014.
Under Pastor Ingram’s leadership, the church engages in strategic and systematic ministry to minister to the counties surrounding the church. This includes age-specific Bible fellowships, young adult ministries, children’s ministries, and an area-wide bus ministry.
Pastor Ingram is a frequent speaker at conferences, retreats, and revival meetings throughout the United States.
Joe Dickinson
Vice Moderator
Joe Dickinson was born in Oklahoma City, Oklahoma, and graduated from Plainview High School in Ardmore, OK. As a five year-old child, while attending a church in Ardmore, Joe accepted Christ. Being called to ministry shortly thereafter, he attended and graduated from Heartland Baptist Bible College with a bachelor’s degree in biblical studies. In 2011, he received a Master of Arts in Religion from Liberty Baptist Theological Seminary.
He has been married to his wife Tisha since 2003, and they now have four children. A year after they got married, Joe was called to be on staff at Hillcrest as the youth pastor. Since that time, Joe has served in multiple capacities including as the associate pastor and music director.
In 2009, Joe was called to be Pastor of Hillcrest, where he faithfully preaches the Word of God each week. Under his leadership, the church continues to grow and accomplish the Great Commission here in El Paso and around the world.
Pete Montoro
Secretary
Pete Montoro is the current secretary of the GIBF Advisory Board. In 1992 he started the Open Door Bible Baptist Church in Austoria, NY, which has been deemed the “Miracle on 35th Street.” Bro. Montoro is still currently pastoring this church that is situated in the heart of New York City. He also serves on the Executive Board of Heartland Baptist Bible College.
He and his wife Julia have 12 children who they have raised to have a great heart for the ministry.
Dick Webster
Director, GIBM
Pastor and Mrs. Webster were married on December 19,1970. They were saved on January 14, 1973, in Ft. Worth, Texas. Six months later Bro. Webster was called to preach. He entered Baptist Bible College in September of 1974 and graduated in May of 1977. Bro. Webster and his family moved to Goshen, Indiana, where he started the Goshen Baptist Temple. After five years God called Bro. Webster to be a missionary to Argentina where he and his family served for two and a half years. Because of health reasons, God called Bro. Webster to become the Pastor of Liberty Baptist Church in Lewisville, Texas. Bro. Webster has served as Moderator of the Global Independent Baptist Fellowship and is the current Director of the Global Independent Baptist Missions.
